    Abstract: PURPOSE: To eliminate defects in the conventional technology, and reduce the structural height of a fastening and locking device. CONSTITUTION: A device is formed of a base bracket 1 capable of being fixed to a lock strand, a fastening shaft 4 supported by the bracket 1 freely to be rotated and for receiving a free end of a lock belt for wind-up and capable of being rotated, ratchet wheels 3, 3' effectively arranged between the bracket 1 and the fastening shaft 4 and provided with a ratchet wheel device for preventing the reverse rotation of the fastening shaft 4 and connected for coupling with the fastening shaft 4, and at least two locking pawls 5, 5' supported by the bracket 1. In this lock strand fastening and locking device capable of shifting the locking pawl toward the ratchet wheels 3, 3' with a pressure load and capable of engaging the pawl with the ratchet wheel, the locking pawl 5' is curved so as to reduce the structural height of the bracket 1.
