Abstract: PURPOSE: An encoder for high speed image processing and a method thereof are provided to omit frequency conversion and quantization processes by early detecting blocks which are not required to convert a frequency, thereby reducing the encoding time of an image. CONSTITUTION: A spatial complexity calculator (301) calculates the size of the complexity of each block. A selector (303) determines whether each block is a block for frequency conversion or a block for frequency non conversion based on the size of the complexity. A frequency converter (305) converts the frequency of the selected blocks for frequency conversion. The spatial complexity calculator calculates deflection values of pixels using pixel values of adjacent pixels to each pixel.
