Abstract: PURPOSE: A charger and an operating method thereof are provided to prevent the overcharge and over-discharge of cells by adaptively adjusting the charging time according to the charging status of the respective cells. CONSTITUTION: A plurality of switching units(220-1,...,220-n) supply the power to a plurality of cells(210-1,...,210-n) and perform selectively the cut-off operation on the respective cells(210-1,...,210-n). Voltage detecting units(230-1,...,230-n) detect terminal voltages of the respective cells(210-1,...,210-n). A control unit(240) controls the switching units(220-1,...,220-n) to charge or discharge the respective cells(210-1,...,210-n) in the charging operation, detects the terminal voltages of the respective cells(210-1,...,210-n) through the voltage detecting units(230-1,...,230-n), and performs selectively the cut-off operation on the cell whose the voltage change rate is zero.
