Abstract: PURPOSE: A composition for makeup or skin care containing lipophilic surfactant, hydrophilic surfactant, and amphoteric compound is provided. CONSTITUTION: A composition for makeup or skin care contains 0.05-15 weight% of lipophilic surfactant having pH 3-5.5 and 2-5 HLB value; 0.1-15 weight% of hydrophilic surfactant having 8-12 HLB value; and 0.05-15 weight% of amphoteric compound which is ionic at pH 3-5.5. The composition has an emulsion form of oil in water type. The composition also comprises a hydrophilic gelling agent.
