CONSTITUTION: An organic electroluminescent compound is in chemical formula 1. In chemical formula 1, L is single bond, substituted or non-substituted (C1-30) alkylene, substituted or non-substituted (C6-30) arylene, substituted or non-substituted heteroarylene, substituted or non-substituted 5-7 membered heterocycloalkylene of substituted or non-substituted (C3-30) cycloalkylene, or substituted or non-substituted (C6-C30) arylene - (C1-C30) alkylene. An organic electroluminescent device comprises a first electrode, a second electrode, and one or more layers of organic material inserted between the first electrode and the second electrode. The organic material layer comprises one or more of the organic electroluminescent compounds, and one or more of photo-dopant.
