CONSTITUTION: A rotator(50) contains a housing(20) having a fluid passage(22) for operating fluid and an operating plate(52) to be rotated through the operating fluid. A damping device(70) contains a damping block(72) to open and to close the fluid passage(22) for controlling a rotating load of the operating plate. A rotating shaft(10) is separated or integrally connected with the rotator of the damping device. Thereby, the damping operation is performed with easily controlling the movement of the moving member.
