Abstract: The present invention relates to an image display apparatus and an image display method. An image display apparatus according to the present invention comprises: a display unit having a horizontal width and a vertical width; an image receiving unit for receiving an image from an image source; an image processing unit for processing the image; and a control unit which controls the image processing unit, if an aspect ratio of the image is different from an aspect ratio of the display unit, to extend the image until a horizontal width or a vertical width of the received image becomes identical to any one of the horizontal width and the vertical width of the display unit as maintaining the aspect ratio of the image, and to move the extended image in the other width direction of the display unit. As a result, an image display apparatus and an image display method capable of displaying a natural image without image loss are provided.

Abstract: An apparatus and a method for controlling a data transmission rate according to a base station load are provided to maximize system capacity of a base station and optimize QoS(Quality of Service) of a terminal user that uses a corresponding cell according to a cell load. A coding unit(210) codes received data and outputs it. A data transmission rate determining unit(220) measures a load of a base station, compares it with a load of a previous stage, and determines a transmission rate according to each service class with respect to the coded data when the load has been increased or decreased.
