Abstract: PURPOSE: A scalable video coding method and an apparatus performing the same are provided to transmit a proper coding layer of a communication channel according to time of dependent layers. CONSTITUTION: A scalable encoder calculates all control parameters. The scalable encoder sets up the calculated control parameters as initial values(S10). The scalable encoder analyzes an available bit-budget usable a communication channel of an AU(Access Unit)(S20). The scalable encoder selects dependent layers as a coding layer according to an analysis result if a bandwidth of the communication channel is analyzed(S30). The scalable encoder encodes the AU by the selected coding layer(S40).
