Abstract: An apparatus and a method for selecting QOS in portable communication system are provided to solve the service limit by the restricted bandwidth of a general mobile communication system. An outgoing side portable terminal(701) calls the receiving side portable terminal(705) through the circuit service data channel. The video call request of the receiving side portable terminal is told about with the performance(710). The call originating mobile terminal accesses a video communication server(703), and set a high quality video communication information by storing caller's information. The receiving side portable terminal appoints the user information, that is, the user information of the receiving side portable terminal as the image communications server with the electrical transmission(714). The video communications server receiving the user information stores the information of user in the received information of high quality calling data. In that way high quality calling data is the renewal(716).
