Provided is a method and apparatus in a mobile communication system, which can achieve efficient session negotiation when an Access Terminal (AT) and an Access Network Transceiver System (ANTS) of the mobile communication system have different parameters for a session setup therebetween. The method includes selecting a configuration attribute from among configuration attributes for session negotiation, determining if the AT and the session controller have assured to use an enhanced configuration request message for the selected configuration attribute, and if so, the AT transmits an enhanced configuration request message including an identifier of the selected configuration attribute without a list of attribute values that the AT wants to use for the selected configuration attribute to the session controller.

A method for providing a system configuration change time in a mobile communication system and an apparatus thereof are provided to reduce the power consumption of a terminal by making the terminal in a sleep state check the time when system configuration information is changed and update the system configuration information. A method for providing a system configuration change time in a mobile communication system comprises following several steps. A BS(Base Station) checks whether a current slot transmits a quick page slot(300). The BS, which determines to transmit the quick page slot, calculates the time having passed after system configuration information is finally changed(302). The BS selects a CCI(Configuration Change Indicator) value matched with the calculated time, and configures a quick page channel including the CCI(304). The BS transmits the configured quick page channel and terminates operation of the current slot(306).

A session negotiation method, apparatus and method in a mobile communication system are provided to allow a base station to designate a value which is not requested by a terminal in a terminal initiation state when a session is negotiated between the terminal and the base station. A terminal selects setting characteristics which have not been negotiated with a base station(400). The terminal checks whether the selected setting characteristics are setting characteristics which have been agreed to use an improved setting response procedure(402). When the setting characteristics are setting characteristics which have been agreed to use an improved setting response message, the terminal transmits a setting request message that does not include an attribute value but include only an attribute ID(404). The terminal checks whether negotiation has been completed for every setting characteristics. When a setting request is not required any more, the terminal transmits a setting complete message(410).
