CONSTITUTION: Bins adjacent to a bin including a subscriber are defined so as to exist as one of the following bins; the first bin of which the x coordinates value is a positive and which is located on the x-axis and expressed as coordinates(2x0,0), the second bin which is located on the first quadrant and expressed as coordinates(2x0,2y0), the third bin of which the y coordinates value is a positive and which is located on the y-axis and expressed as coordinates(0,2y0), the fourth bin which is located on the second quadrant and expressed as coordinates(-2x0,2y0), the fifth bin of which the x coordinates value is a negative and which is located on the x-axis and expressed as coordinates(-2x0,0), the sixth bin which is located on the third quadrant and expressed as coordinates(-2x0,-2y0), the seventh bin of which the y coordinates value is a negative and which is located on the y-axis and expressed as coordinates(0,-2y0), and the eighth bin which is located on the fourth quadrant and expressed as coordinates(2x0,-2y0). If the location of the bin comprising the subscriber is located on the x-axis and its x coordinates value is a positive, the first bin is selected to bring sector list information from zone data. If it is located on the first quadrant, the first to the third bin are selected. If it is located on the y-axis and its y coordinates value is a positive, the third bin is selected. If it located on the second quadrant, the third to the fifth bin are selected. If it is located on the x-axis and its x coordinates value is a negative, the fifth bin is selected. If it is located on the third quadrant, the fifth to the seventh bin are selected. If it is located on the y-axis and its y coordinates value is a negative, the seventh bin is selected. If it is located on the fourth quadrant, the seventh bin, the eighth bin and the first bin are selected.

A latitude and longitude for a bin which includes each crossing point is determined by a latitude and longitude of the corresponding crossing point(3d). By making definite straight lines for linking between bins which a latitude and longitude have been determined, a closed curved surface is formed, where the entire inside of this closed curved surface becomes the home zone region of the corresponding subscriber(3e). All bins in the above closed curved surface are selected(3f). A home zone region is determined by synthesizing the information for sector lists of the above selected bins(3g).
