Abstract: PURPOSE: A neighbor list management device and a method thereof are provided to manage a neighbor cell list by using handover statistics. CONSTITUTION: A storage unit(730) stores a neighbor cell list including one or more cells. A control unit(750) adds one or more cells to a first list. The first list is a list for controlling a handover process. The control unit prohibits a handover process in one or more cells included in the first list. When new neighbor cell is detected, the control unit moves a cell having the lowest handover order in the second list to the first list. The second list allows the handover process.
