Abstract: A handle assembly which is rotatable to all directions and cleaner having the assembly are provided to rotate to all directions of handle and reduce the fatigue of joint. A handle assembly(150) comprises a housing(160), handle(170), connection unit(180), and elastic unit(190). The connection unit connects the handle to the housing in order to rotate to all directions. The elastic unit makes the handle to the neutral position with elastic bias.
