Abstract: A resource allocation device in a mobile communication system and a method thereof are provided to allocate resources by reflecting relative channel gain differences between MSs(Mobile Stations), thereby minimizing transmission power consumption as allocating optimum resources. A BS(Base Station) calculates channel gains for each sub-carrier of each MS by using a cost function(410). The BS initializes an index 'k' for identifying the MSs and an index 'n' for identifying the sub-carriers(412). The BS selects an MS having the highest priority value(414), and checks whether allocation is already completed as many as the number of desired sub-carriers of the selected MS(416). If not, the BS allocates the nth sub-carrier to the MS(420).
