PURPOSE: A demand reaction device for adjusting and estimating power usage and a method thereof are provided to transmit information about suppliable power in a predetermined type and to estimate the suppliable power by adjusting the operation, additional usage, and reduction of power on a time axis. CONSTITUTION: A transceiving unit (301) receives a signal for inquiring about the supply of a demand-sided power supply resource. The transceiving unit transmits suppliable power-related information. A signal processing unit (303) analyzes the received signal. A power usage estimating unit (307) estimates power usage before and after changing a power usage plan. A power usage adjusting unit (309) determines an operation change mode of a demand reaction resource. A supply power parameter generating unit (305) generates the suppliable power-related information from a power usage estimation value before and after changing the power usage plan.
