    Abstract: PURPOSE: A graphene oxide reducing agent and a method for manufacturing reduced graphene oxide based on the same are provided to improve electronic characteristic such as electronic conductivity and to lower the temperatures of manufacturing processes. CONSTITUTION: A graphene oxide reducing agent is the mixture of a halogen atom-containing reducing agent and trifluoro acetic acid. The halogen atom-containing reducing agent is selected from a group including HI, HCl, and HBr. A method for manufacturing reduced graphene oxide includes a reaction in which the graphene oxide reducing agent and graphene oxide at a temperature between -20 and 120 degrees Celsius.
