Abstract: A set-based searching apparatus and a set-based searching method are disclosed. The set-based searching method comprises the steps of: maintaining a POI database storing a plurality of words; maintaining a reverse arrangement database storing first data related to the word of the POI database including respective syllables corresponding to the words; identifying the first data corresponding to the syllables composing the query language by referring to the reference arrangement database in response to the input of the query; and outputting the word of the first data as a searching word.
