Abstract: The present invention relates to a graphene-graphite optical modulator with enhanced performance. According to an embodiment of the present invention, the graphene-graphite optical modulator includes: a lower substrate including a lower electrode formed on a surface; an upper substrate spaced apart from the lower substrate and has an upper substrate facing the lower electrode; and a mixture disposed between the upper and the lower electrodes facing each other includes graphene or graphite flakes dispersed in a dielectric medium.
