    Abstract: PURPOSE: A bit rate control algorithm according to the type of macroblock coding is provided to be capable of minimizing the degradation of image quality in screen shift by reducing the signal loss and transmission bit rate when digital video signals including a lot of information are transmitted through limited channels. CONSTITUTION: First, the number rate of macroblocks coded into an INTRA mode including total macroblocks coded into MB_INTRA type and macroblocks coded into an INTER mode including total macroblocks coded into types except the MB_INTRA is calculated. Then, the calculated number rate of macroblocks is substituted into a predetermined equation for calculating a final quantization variable. Next, more bits are assigned by reducing the final quantization variables of macroblocks coded into the MB_INTRA type in a P frame and a B frame by the calculated rate. Finally, the first to third steps are repeated for total macroblocks of respective frames.
