The resin type dispersing agent is AB block copolymer or B-A-B block copolymer(A block has solvent-philicity, and B block contains functional group including nitrogen atom), and contains acrylic block copolymer of which amine value is 10-99mgKOH/g or less(on the basis of solid shape).
