    Abstract: PURPOSE: In a public key encoding method, who knows a secret key calculates a discrete-log easily by installing a trap door and so decoding is allowed but who does not know the secret key should calculate the discrete-log of the elliptic curve and so decoding is not allowed. CONSTITUTION: In a public key encoding method using an elliptic curve on a ring, an initialization step is provided, wherein the elliptic curve defined on any two decimals (p,q), integers(n,s) and integer rings(Z/nZ) which are defined using the two decimals is input. A public key and a secret key are generated using the any two decimals(p,q) and the integer(n). A plain text is converted to a code word using the public key and the secret key. The code word is decoded to the plain text.
