Abstract: PURPOSE: A dispersal type resource request technique in a bidirectional satellite network is provided to allocate a radio resource in consideration with a channel state about a satellite. CONSTITUTION: A determining unit (460) determines whether a resource allocation about a first satellite terminal and a second satellite terminal is possible or not based on a channel state about a satellite. In case the resource allocation is not possible, a maximum value calculating unit (470) calculates a maximum value of a resource allocation about the first satellite terminal and the second satellite terminal. A transmitting unit (480) updates a resource demand amount about the satellite in consideration of the maximum value of the resource allocation. The transmitting unit transmits the updated resource demand amount to a network controller.
