Abstract: A method for assigning a resource of a united system is provided to allocate resources based on a multi user diversity coefficient related to the number of users, thereby efficiently using resources for an integrated operation of heterogeneous systems. A multi user diversity coefficient is determined based on the number of users existing within a system(S610). A cost function is determined by using the determined multi user diversity coefficient(S620). Resources are allocated based on the determined cost function(S630).

Abstract: A method for assigning resources of an integrated system is provided to determine a cost function in consideration of a necessary amount of remaining resources, a channel state of a terminal and quality of service conditions of the terminal, thereby obtaining improved performance of quality of service and optimized resource distribution. A cost function is determined by using a standard network state index commonly used in an integrated system(S510). Resources are allocated based on the determined cost function(S520). The cost function is determined based on the amount of remaining resources, an average channel state in a single system, a channel state of a predetermined terminal, a data rate, cost by unit time, a latency required value or the total resource cost.
