Abstract: PURPOSE: A handover method in a wireless communication system and a device thereof are provided to control handover from a macro cell of a user terminal to a small cell through a network manager. CONSTITUTION: When a small cell base station signal received from a user terminal is satisfied with a handover determination condition, a handover determination unit(314) predicts cell system prediction time in a small cell. The handover determination unit determines that the user terminal is a temporary user of the small cell. When the temporary user is the determined user terminal, the handover determination unit maintains the connection with a macro cell. A handover execution unit(316) executes a handover process for the user terminal which is not determined as the temporary user.
