Abstract: PURPOSE: A heterogeneous TETRA system connecting apparatus and a data link method are provided to confirm the receiver of a data message received from an A exchange, convert a message format into a format suited to a B exchange, and transmit the data message to the B exchange, thereby implementing message transfer between different networks. CONSTITUTION: A TETRA connecting device(1300) registers its own address in one or more exchanges. A first exchange(1100) transmits a message to the TETRA connecting device. The format of the received message is converted into a command format message. The converted message is transmitted to a second exchange. The message format of the first exchange sets a transmitter address to a first exchange address, sets a receiver address to a TETRA connecting device address, and sets a forward address to a second exchange address.
