SOLUTION: A liquid 12 in a cooled state in a liquid tank 10 is injected to a deaeration vessel 14 by an injection pump 28. The deaeration vessel 14 is adjusted to house a proper quantity of the liquid 12 and while the liquid 12 is stored in the deaeration vessel 14, bubbles are formed to move upward to the water surface. Because a discharge port 40 for discharging the liquid is formed on the bottom of the deaeration vessel 14, the bubbles are not incorporated into the discharged liquid 12. The liquid 12 flows into a dispensing pump 46 by the self weight and the dispensing pump 46 supplies the liquid 12 to the nozzle 20 without imparting negative pressure to the liquid 12. As a result, the liquid 12 containing no bubbles is discharged from the nozzle 20.
