SOLUTION: A pulling-up unit 24 raises a tab from the blood-collecting tube. The peeling unit mounted on S5 seizes and raises the tab upward. An imperfect peeling treatment is applied to this case. A pushing-down unit mounted on S6 pushes down a standing plug to the back side. A dispensing treatment and a plug-closing treatment are applied after pushing down the plug. The plug in the imperfect peeling state is utilized for the plug-closing treatment, and the upper opening of the blood-collecting tube gets into a concealment state.

SOLUTION: In normal reading, a label reader 12 reads the label 32 at a reference position. When normal reading is not successful, a first recovery reading is conducted, and the same label 32 is read out at a different position. When the first recovery reading is not succeeded, a second recovery reading is executed, the same label is read out using another label reader 14. The cause can be analyzed from an occurrence trend of the wrong reading. The label deterioration is determined by integrating the number of errors for each label.

After the distribution, whether prior distribution to the number of prior small containers is completed or not is judged and the pipette used is discarded.
