C and 100-700 bars in a high pressure reactor in the presence of water with addn. of modifying agent(s) and then surface redn. in an aq. suspension to form a Cr (III) cpd. on the surfaces, the novelty is that 0.1-5.0% (by wt. of chromium dioxide) of a mono- or poly-basic 2-6C hydroxy carboxylic acid.
