Methods and apparatus for forming a trench alongside a vehicle (for burying fiber optic cables, electrical conductors, and conduits). A cutting blade is coupled to the vehicle via an offset arm. As the vehicle is advanced along a road, the cutting blade is laterally offset from the vehicle and positioned so as to cut a narrow (e.g., 0.5 1.5 inches) and deep (e.g., 10-12 inches) trench alongside the vehicle (e.g., at the inner face of the street curb between the curb and a sidewalk abutting the curb). The offset arm includes one or more mechanical joints to facilitate adjustment of one or more of a lateral offset distance between the vehicle and the blade, a vertical offset distance between a blade housing and a road surface, and rotation of the blade housing around at least two axes to facilitate appropriate positioning of the cutting blade with respect to the vehicle.

A method of constructing an underground cable line, in-situ, through an existing covering surface 10 comprises: cutting a narrow void 12 into the existing covering surface 10; evacuating a volume of debris created by the cutting step from the void 12; laying a cable 14 into the void 12; flowing a non-shrinking composition 16 (e.g. grout 16a) into a portion of the void 12 to encase the cable 14, wherein the non-shrinking composition 16 hardens; and applying a topping material 20 (e.g. blacktop) to a remaining portion of the void 12. The void 12 has a width between 1.27cm and 3.8cm and a depth greater than 10.16cm. The non-shrinking composition 16 is non-compressible, non-expandable and undergoes no contraction. The volume of debris may be evacuated from the void 12 by vacuuming the volume of debris concurrently with cutting the existing covering surface 10. The cutting blade used to cut the existing covering surface 10 may be cooled. The existing covering surface 10 may comprise: pavement, paving, concrete, asphalt, blacktop, cobblestone, brick, other road base, grade or surface, or combinations thereof.
