Abstract: PURPOSE: To allow still image and moving image components of moving video transmission to be coded with the same algorithm. CONSTITUTION: Based on inductive recognition of a still image and storage of a quantization step used for coding a group of picture elements of the still image attaching to a certain hierarchization level (for example, a macroblock level), the convergence of the quantization level facing to a minimum value decided in advance is permitted.
