PROBLEM TO BE SOLVED: To provide an epoxy-group-containing powder coating composition which cures at a low heat treatment temperature. SOLUTION: The powder coating composition substantially contains (A) at least one compound having a melting point of 40-130°C, a number average mol.wt. lower than 5,000 g/mol, and at least two epoxy groups on the statistical average, (B) at least one carboxy-group-containing polymer having a melting point of 40-130°C, an acid value of 10-200 mgKOH/g, and a hydroxyl value of 0-30 mgKOH/g, (C) at least one catalyst selected from the group consisting of a quaternary ammonium hydroxide, a quaternary ammonium fluoride, and/or a quaternary ammonium carboxylate, and optionally (D) an auxiliary and an additive substance. Ingredients (A) and (B) are present in such a ratio that 0.5-1.3 epoxy groups of ingredient (A) are allotted to each of all the carboxy groups of ingredient (B). PROBLEM TO BE SOLVED: To find a highly reactive uretdione group-containing polyurethane powder coating composition which is curable at very low temperatures and particularly suited in use for manufacturing a plastic and a highly gloss or matte powder coating layer having light stability and weatherability. SOLUTION: Since a tetraalkylammonium carboxylate strongly accelerates the redecomposition of the uretdione group, the curing temperature of the powder coating composition can be remarkably lowered when a uretdione group-containing powder coating curing agent is used.
