Abstract: PROBLEM TO BE SOLVED: To provide an improved water-based base coating composition containing a carboxylate group of a polymer whose counter ion is an esterifying onium ion.
SOLUTION: The water-based base coating composition contains the polymer containing the carboxylate group and having the counter ion which is the esterifying ammonium or sulfoxonium ions, and water. The ammonium or sulfoxonium ion is substantially stable in the presence of the water.
