Abstract: Disclosed is an operating method of a base station which includes searching user equipment, having a machine to machine (hereinafter, referred to as M2M) communication function, from user equipment under communication; sending an M2M call setup request to the searched user equipment; sending a handover call setup request to the remaining user equipment from among the user equipment under communication; and entering a power-saving mode.
