Abstract: A method of controlling a video bit rate includes splitting the current frame into a plurality of first sub frames, deriving a sub frame goal bit rate for each of the plurality of first sub frames, and deriving a QP value for each of the plurality of first sub frames on the basis of the derived sub frame goal bit rate. According to the method, video coding efficiency may be enhanced.
