Abstract: PROBLEM TO BE SOLVED: To solve such a problem that an art is required for monitoring and auditing that a moving body does not violate security conditions in a property or a controlled area, wherein the moving body including a user is permitted to enter the controlled area in which the property is stored.SOLUTION: The present invention provides a method for managing a property associated with a work instruction or an element associated with the property, a system thereof, and a computer program. The method includes: a step for reading the security conditions associated with the work instruction, the property or the elements; a step for starting, upon starting the work instruction, to monitor location information of the property or the element, and the moving body or a staying time in the location; and a step for issuing an event for managing the property, the element or the moving body according to the start of the work instruction or a fact that the location, a change in the location or the staying time in the location that are acquired by the monitor violates the security conditions.
