    Abstract: In a communications system, channels can be assigned during an off-peak peri od with a lower pre-emption priority than normal channels, and may be pre-empte d in favour of normal channels when insufficient channels are available. Durin g a peak period, only normal channels can be assigned. A pool of available channels is maintained above a minimum level by pre-empting lower priority channels. Lower priority channels can be assigned from the pool only when it is above a threshold size. An advantage of this method is that channels can be assigned to non-critical applications during the off-peak period without substantially affecting the availability of channels during the peak period, thus encouraging more efficient use of off-peak channel capacity.

    Abstract: Satellite communications channels can be assigned as low priority and high priority channels, which are also called off peak and normal channels). The low priority channels may be appropriated (pre-empted) when high priority channels are unavailable for high priority calls. The number of high priority and low priority channels available throughout the day varies. A pool of available high priority channels is maintained whenever possible and therefore low priority channels may only be assigned when the pool of high priority channels is above a threshold size. The peak periods and off peak periods do not have to be determined in advance and therefore the system dynamically changes to suit current traffic levels.
