    SOLUTION: The inside-diameter paper pipe includes a rubber layer on the outer peripheral surface of the paper pipe. A vertical wall section having a step of 2.5 times or more in the thickness of the metal strip and a V-shaped cut part comprising a tapered section having an outer peripheral length of more than 10 mm are provided at one part on the outer peripheral surface of the rubber layer in the paper pipe direction. When the metal strip is wound around the outer periphery of the paper pipe, the tip of the metal strip to be wound is curved and deformed to be less than the radius of curvature of the winding reel outer periphery, and then the tip of the metal strip corrected in shape is abutted on the cut part formed on the rubber layer.
