The present invention relates to a very low C-Nb cold rolled steel sheet giving 340 to 440 MPa of tensile strength. For example, the cold rolled steel sheet consists of 0.0040 to 0.01% C, not more than 0.05% Si, 0.1 to 1.0% Mn, 0.01 to 0.05% P, not more than 0.02% S, 0.01 to 0.1% sol.Al, not more than 0.004% N, 0.01 to 0.14% Nb, by weight, and balance of Fe and inevitable impurities, and has not less than 0.21 of n value calculated from two points (1% and 10%) of nominal strain determined by the uniaxial tensile test, and relates to a method for manufacturing the cold rolled steel sheet. The present invention provides a high strength cold rolled steel sheet for automobile exterior panels having excellent combined formability, resistance to embrittlement during secondary operation, formability at welded portions, anti-burring performance, good surface appearance, and uniformity of material in a coil.

A cold rolled steel plate which has a tensile strength of 340 to 440 Mpa, has an extra low carbon content and contains Nb incorporated therein, an exemplary composition thereof being in wt % C: 0.0040 to 0.01 %, Si: 0.05 % or less, Mn: 0.1 to 1.0 %, P: 0.01 to 0.05 %, S: 0.02 % or less, sol.Al: 0.01 to 0.1 %, N: 0.004 % or less, Nb: 0.01 to 0.14 % and balance: Fe and inevitable impurities, and has a n value calculated from two points at which nominal strains are 1 % and 10 % according to the uni-axial tensile test of 0.21 or more; and a method for producing the cold rolled steel plate. The cold rolled steel plate provides a high strength cold rolled steel plate suitable for an outer panel of an automobile which is excellent in complex formability, resistance to brittle fracture in a secondary operation, formability in welding, resistance to flash burr, surface properties and uniformity of material quality in a coil.

PROBLEM TO BE SOLVED: To provide an inside-diameter paper pipe effective for preventing a reel mark and a segment mark from occurring in the coil inside-diameter of a metal strip, and to provide a method for winding a metal strip on the inside-diameter paper pipe. SOLUTION: The inside-diameter paper pipe includes a rubber layer on the outer peripheral surface of the paper pipe. A vertical wall section having a step of 2.5 times or more in the thickness of the metal strip and a V-shaped cut part comprising a tapered section having an outer peripheral length of more than 10 mm are provided at one part on the outer peripheral surface of the rubber layer in the paper pipe direction. When the metal strip is wound around the outer periphery of the paper pipe, the tip of the metal strip to be wound is curved and deformed to be less than the radius of curvature of the winding reel outer periphery, and then the tip of the metal strip corrected in shape is abutted on the cut part formed on the rubber layer.
