Abstract: A method of producing a cosmetics-impregnated sheet, wherein a cosmetics base agent, in which a shearing stress growing phenomenon is not observed in a transient process when steady shear deformation is applied thereto at a shearing rate of 2 s for 100 seconds, followed by stepwise application of steady shear deformation for 20s , or even if such phenomenon is observed, the difference (B-A) between the maximum value (B) of shearing stress at a shearing rate of 20 s and the equilibrium value (A) of shearing stress at the same shearing rate is not more than 20% of the equilibrium value (A), is impregnated into a carrying sheet placed on the surface of a base material sheet, which carrying sheet is capable of being impregnated with the cosmetics base agent under the condition of a shearing rate of 10 - 10 s .
