Abstract: PROBLEM TO BE SOLVED: To provide encoding device and method using the same pattern information suitable for a transmission environment in which a transmission band width is changed at all times like the internet. SOLUTION: This device is provided with a pattern and texture information extraction part 111 for extracting the pattern information and texture information, a transmission band width checking part 116 for outputting the usable transmission band width information of a transmission line, a pattern similarity discrimination part 122 for setting a reference corresponding to the usable transmission band width information, judging whether or not the patterns of video individual bodies are similar corresponding to the reference and performing output, a texture encoding part 114 for outputting texture encoded data, a pattern encoding part 115 for encoding the pattern information and outputting pattern encoded data and an encoded data combination part 115 for combining the texture and pattern encoded data.

Abstract: PROBLEM TO BE SOLVED: To provide a method capable of exactly dividing a video object with a little effort in a comparatively short time by dividing the video object through a method for tracking the contour line of the video object concerning the video object to appear later while utilizing the division information of the video object to appear on a video sequence. SOLUTION: This dividing method is provided with steps 301-302 for extracting the contour line of the preceding video object from the division information of the preceding video object in the preceding scene inputted from the outside and storing this contour line later, step 303 for calculating the motion information of the contour line of the preceding video object in the present scene and extracting the contour line of the present video object while utilizing the above motion information and the spatial area information of the preceding and present scenes, and step 304 for extracting the area of the present video object in the present scene while utilizing the contour line information of the present video object.
