SOLUTION: A grip part of a turn operating lever 42 is provided with a fine adjustment command switch SU for commanding the turning operation for a fine adjustment. In the condition that the operating position detecting means 49 for detecting a lever position works normally, the turning operation for a fine adjustment is performed on the basis of the command from the fine adjustment command switch SU, and in the condition that the operating position detecting means 49 does not work normally, operating condition is changed to the turn operating condition for ordinary traveling on the basis of the command from the fine adjustment command switch SU.

A manual operation type command means for ordering a rotation command and a rise and fall command is equipped with an operation part KS for backward position which is located at the rear side of the machine body behind an operation seat 49 and can be operated from the operation seat 49 and an operation part ZS for forward position which is located at the front side of the machine body before the operation seat 49 and can be operated from the operation seat 49, respectively.
