A method and device for performing uplink synchronization in a contention based random access procedure by a mobile communication terminal in communication with a base station. The method according to an embodiment includes transmitting a random access preamble message to the base station (820); receiving a random access response from the base station (830), the random access response including a timing advance command; determining a status of a mobile communication terminal time alignment timer; and ignoring the timing advance command if the mobile communication terminal time alignment timer is determined to be running in the determining step.

In a wireless mobile communications system, a method for controlling a radio resource allocation is provided. A network transmits access control information to a terminal such that a request for the radio resource allocation which will be transmitted from the terminal can be controlled. The terminal selectively transmits the request for the radio resource allocation based on the received information, thus a transmission of an unnecessary request for the radio resource can be minimized, thereby preventing a waste of the radio resource.

A method for transmitting an uplink signal by a user equipment (UE). The method includes receiving an uplink grant including a new data indicator (NDI) on a physical downlink control channel (PDCCH) from a network, determining whether the PDCCH is not addressed to a temporary cell identifier, determining whether the NDI has been toggled when the PDCCH is not addressed to the temporary cell identifier, and transmitting a new data to the network when the NDI has been toggled.

A user equipment (UE) and method are provided for transmitting an in-device coexistence (IDC) indication message in a wireless communication system. The UE receives a configuration message including an IDC indication from a base station. The UE transmits an IDC indication message to the base station if the UE determines that the IDC indication contains specific information. The specific information comprises an activation bit. The presence of the activation bit in the configuration message represents permission for the UE to transmit the IDC indication message. The IDC indication message includes frequency division multiplexing (FDM) assistant information. The FDM assistant information includes information on an unusable frequency in which interference from a long-term evolution (LTE) module in the UE to other coexisting technology modules in the UE or interference from other coexisting technology modules in the UE to the LTE module in the UE is expected.

According to one embodiment, a method of performing a re-establishment procedure in a mobile communication system includes: receiving at least one packet data convergence protocol (PDCP) control plane data unit; performing an integrity check on the at least one PDCP control plane data unit; identifying an integrity check failure with regard to the at least one PDCP control plane data unit; and performing a re-establishment procedure if the integrity check failure is identified to exist with regard to the at least one PDCP control plane data unit.

A method and apparatus of reporting logged measurements in a wireless communication system is provided. A user equipment in a Radio Resource Control (RRC) connected mode receives Minimization of Drive Tests (MDT) configuration from a base station and starts a validity timer upon receiving the MDT configuration. The user equipment in an RRC idle mode logs measurements based on the MDT configuration to collect logged measurements while the validity timer is running. When the validity timer is expired, the user equipment discards the MDT configuration.

The present invention relates to a method in which a terminal reports the results of quality measurement based on a specific reference cell from among a plurality of serving cells for the terminal in a mobile communication system using carrier aggregation. The present invention also relates to a terminal apparatus for the method. For this purpose, the terminal receives measurement configuration information from a network, performs a quality measurement in accordance with the received measurement configuration information, determines whether or not a report criterion based on a specific reference cell from among the plurality of cells for the terminal is met in accordance with the measurement result, and, if the report criterion based on the specific reference cell is met, sends a report message, including the measurement results and an indicator that indicates the specific reference cell, to the network.

The present specification proposes a scheme for controlling a deactivation timer of a cell. More specifically, the present specification proposes a method of controlling a deactivation timer of a cell in a mobile communication system. The method includes: configuring, at a user equipment (UE), a first deactivation timer of a first cell and a second deactivation timer of a second cell, wherein the first cell and the second cell belong to a same timing advance group (TAG); if the first deactivation timer of first cell expires, checking, at the UE, whether uplink timing of the same TAG is required to be maintained; and if the uplink timing of the same TAG is required to be maintained, restarting, at the UE, the first deactivation timer of the first cell.
