Abstract: PROBLEM TO BE SOLVED: To provide a procedure for determining a method for mutually linking software switches for dealing with call setup in the process of call setup in Internet telephony. SOLUTION: In this method practical for designing a CC network into arbitrary size satisfying a limitation to a network diameter and a CC degree with a high probability, the network of CC is first handled as the set of separated points as one point for each CC. Then, the pairs of CC are linked. A fraternal pair (pair existent inside the same switch) is excluded from this pair. Namely, respective admissible pairs (respective pairs out of the same switch) are linked or are not linked.
