Abstract: PROBLEM TO BE SOLVED: To measure a power level on the whole in a fixed period concerning a signal set which is constituted of a plurality of signals. SOLUTION: The power level of the signal is measured through the use of power instructing signal characteristics which include an information amount and gain, for example. The power instructing signal characteristics include information instructing whether or not information included in a traffic signal is control information or information instructing voice and/or data information, information instructing whether or not the signal is the one for setting a call or is a part of the established signal and information instructing whether the call is soft-handed off or not. A signal measurement interval is equal to or smaller than a period for changing any one of the power instructing signal characteristics. The signal set includes the whole part or a part of the signal of one sector in a cell including a base station and the whole part or a part of the signal which is amplified by the amplifier of the base station.
