Abstract: PROBLEM TO BE SOLVED: To reduce a control message overhead by minimizing deterioration or less, to which traffic channel data, such as sound information, correspond. SOLUTION: When a message is needed to continue a communication session as in a hands-off message, a mobile exchange center includes an instruction for selecting a first encoding level among a plurality of encoding levels, such as a robust 1/4 convolutional code, encoding the message by using the first encoding level and forming an encoded message for transmission. When a message is not needed to continue the communication session like a geo-location message, the mobile exchange center includes instruction for selecting a second encoding level, such as a less robust 1/2 convolutional code among the plurality of the encoding levels, encoding the message by using the second encoding level and forming an encoded message for transmission.
