Abstract: PROBLEM TO BE SOLVED: To perform the control of an upstream network element without the monitor messaging of a software base by separately controlling a monitoring signal and a traffic signal to be transmitted from a downstream network element to the upstream network element. SOLUTION: The signal loss of an optical information carrier signal and the loss of the monitoring signal are detected from the input of a network element 120 as a result of a fiber disconnection 150 on an optical fiber path 130. Corresponding to the detection of the signal loss (traffic and monitor), an optical amplifier 122 is disconnected so that the traffic signal can not be transmitted from the optical amplifier 122 in the upstream network element 120 through an optical fiber path 131 to an optical amplifier 112 of a network element 110. Since the optical fiber path 131 is not actually disconnected, the monitoring signal to be supplied from a monitoring unit 125 to the optical amplifier 122 is supplied along with the optical fiber path 131 even when the optical information carrier signal does not exist, for example.

Abstract: An arrangement is provided which detects the loss of a high power signal in an optical transmission path and the loss of supervisory signal power and, in response thereto, automatically invokes a procedure which causes an optical signal source connected to the fiber to reduce the power level at which it is transmitting optical signals over the fiber to a safe level. More specifically, reduction of optical signal power supplied by an upstream network element by a prescribed amount is achieved by automatically controlling the output power level of the upstream network element in response to the detection of both loss of signal power and loss of supervisory signal power at a downstream network element as a result of a fiber cut, open connector, or other potentially hazardous discontinuity.
