Abstract: PROBLEM TO BE SOLVED: To control the congestion of a random access channel which causes a result that many cellular telephones send broadcast short message receiving notifications by receiving a 1st message that shows the allocation of a control channel and sending a 2nd message by using the control channel shown by the 1st message. SOLUTION: A state flag regarding a reverse subchannel R1 is sent on a forward subchannel F1 . Also, the state flag on the reverse subchannel R1 is sent on a forward subchannel F7 . That is, a broadcast short message and a receiving notification that corresponds to it are sent on a control channel, which is a channel that communicates control information and a short message between a radio communication system and a cellular telephone. Transmission is controlled by its sending channel allocation and sending delay time setting to the cellular telephone, which plans a broadcast short message receiving notification. Then, a congestion of a channel is controlled and reduced in the case of planning transmission.

Abstract: One embodiment of the present invention is a method for controlling the number o f mobile-telephones transmitting acknowledgments to broadcast short messages (BSM) over a same set of random access channels at a same time. In this embodiment, the transmissions of BSM acknowledgments is controlled by the wireless communication system using random access channel r estrictions and random access techniques. Specifically, the random access channel restrictions reduce c ollisions among acknowledging mobile-telephones and call processing mobile-telephones by allocat ing one or more specific random access channels over which a BSM acknowledgment can be transmitt ed, and the random access techniques reduce collisions among acknowledging mobile-telephones by dis tributing transmissions of the BSM acknowledgments over a period of time.
