Abstract: The present invention relates to system for managing a cognitive radio network, and to a method thereof. The system essentially comprises a base station (100) configured for opportunistic communication with one or more cognitive devices (200) in the cognitive radio network. The base station (100) preferably comprises a bipartite clustering unit (100a) for suppressing inter-network interference, and a coarse spectrum sensing unit (100b) for sensing a set of available channels unutilized by the primary users. The one or more cognitive devices (200) preferably comprises a fine spectrum sensing unit (200a) having a multi-slot sensing period for selecting an available spectrum band rendering the opportunistic communication from the spectrum bands of the set of available channels. The present invention advantageously provides non-conflict network communication (e.g. inter-network interference) between the base station (100) and the cognitive devices (200) and promotes fairness in term of spectrum sharing as well as provides efficient channel allocation among the cognitive devices (200).
