The system broadcasts an access probability factor (154) in a control message to the user equipments. For a large number of MBMS users being counted (158), the method will select a point-to-multipoint broadcast (160). If the number of user equipments being counted is relatively small, the access probability factor is modified by a ratio of the number of point-to-point connections over the point-to-multipoint connections over the number of users being counted (174). The UE may need to join multiple base stations' in the counting procedure to obtain the system diversity gain.

    Abstract: The invention relates to a system for communicating packet data using a variable header compression protocol. A packet protocol residing in a first layer of a layered network structure (300) comprises a protocol for variable header compression. The data is ordered in at least one packet data unit (501) and the packet data unit is communicated (511) in accordance with a radio link control protocol. The radio link control protocol resides at a lower level than the packet protocol and comprising at least one acknowledged and one unacknowledged mode. The apparatus comprises a selector (411, 607) for selecting either an unacknowledged mode or an acknowledged mode in response to a header compression characteristic of the packet protocol applied to the packet data unit. The invention is suited for cellular communication systems and specifically for 3G communication systems.

    Abstract: An apparatus for disabling a vehicle comprises a remote terminal (101) arranged to communicate with a base station (105) over a cellular air interface of a cellular communication system (100). A vehicle disable server (117) transmits a disable message over the cellular air interface which is received by the first remote terminal (101). In response, a mode processor (203) determines if the vehicle is in a safe mode of operation for disablement. If the vehicle is in a safe mode of operation, a disable processor (201) then proceeds to disable the vehicle. The vehicle may for example be disabled by blocking of the fuel supply to an engine of the vehicle.
