Abstract: A communication system (10,162) for delivering control signals or data messages comprises a plurality of base stations (22-32) which provide communication links to a plurality of mobile stations (12-16). The system comprises at least one processor (72) for receiving control signals or data messages to be forwarded to at least one mobile station. The processor determines a characteristic of the signal to be delivered and selects a delivery mechanism for delivering the signal based on the characteristic. The signal may be delivered to one or a group of subscribers by flooding selected areas with an individually or group addressed short data message. Alternatively, mobile stations may be paged and send a response before the signal is delivered. The characteristics may include for example: message length, number of sites required to transmit message and page requirement(s).
