Provided is a flame retardant and heat insulating material having high flame retardancy and a high heat insulating property. Also provided is a flame retardant heat insulator including such flame retardant and heat insulating material having high flame retardancy and a high heat insulating property. A flame retardant and heat insulating material according to one embodiment is formed from a resin composition (A), wherein the resin composition (A) contains: a binder resin; a low-melting point inorganic substance; a high-melting point inorganic substance; and voids. A flame retardant and heat insulating material according to one embodiment is formed from a resin composition (B), wherein the resin composition (B) contains: a binder resin that produces a high-melting point inorganic substance when heated; a low-melting point inorganic substance; and voids and/or a void-forming agent.

Provided is a novel flame retardant material excellent in flame retardancy. A flame retardant material according to one embodiment of the present invention is formed from a resin composition (A) including a binder resin, wherein the flame retardant material shows a weight loss of 48 wt % or less measured by thermogravimetric analysis including scanning the flame retardant material under an air atmosphere at a rate of temperature increase of 50° C./min from room temperature to 1,000° C.

A flame retardant coating film according to another embodiment of the present invention is formed from a paint composition (B) including a binder resin that produces a high-melting point inorganic substance when heated, and a low-melting point inorganic substance.

Provided is technical means for making various base materials non-combustible to improve fire resistance, the technical means being capable of imparting sufficiently high fire resistance, which meets the accreditation criteria for a fire-proof material under the Building Standard Law to the extent possible, to the various base materials with ease at low cost. Also provided is a fire-resistant construction material having sufficiently high fire resistance, which meets the accreditation criteria for a fire-proof material under the Building Standard Law to the extent possible, with ease at low cost. A fire-resistant pressure-sensitive adhesive tape of the present invention is a fire-resistant pressure-sensitive adhesive tape, including: a fire-resistant layer; and a pressure-sensitive adhesive layer, in which the fire-resistant layer includes aluminum. A fire-resistant construction material of the present invention includes: a member; and the fire-resistant pressure-sensitive adhesive tape of the present invention bonded to at least one surface of the member.
